Operating a business with high-risk machinery and equipment in Ukraine requires strict compliance with occupational safety requirements.
Under Article 21 of the Law of Ukraine On Labour Protection, a business entity that performs high-risk work and/or operates high-risk machinery, mechanisms or equipment listed in the annexes to Resolution No. 1107 of the Cabinet of Ministers of Ukraine of 26 October 2011 must obtain a permit from the State Labour Service to perform the relevant work and/or submit a Declaration of Conformity of its Facilities and Equipment with occupational safety legislation.

To obtain a permit, a business entity must arrange the following assessments at its enterprise:
- an expert assessment of the entity’s occupational safety and production safety arrangements while performing high-risk work, for a high-risk work permit;
- an expert assessment of the entity’s occupational safety and production safety arrangements while operating high-risk machinery, mechanisms and equipment, for an operating permit;
- an expert assessment of the conformity of high-risk machinery, mechanisms and equipment with occupational and industrial safety legislation, for an authorisation for use to be obtained by the manufacturer and/or supplier;
- an expert review of process, engineering, technical and design documentation for the manufacture or reconstruction of high-risk machinery, mechanisms and equipment against occupational and industrial safety legislation;
- an audit of the business entity’s occupational safety and production safety arrangements required to register a declaration of conformity of its facilities and equipment with occupational safety legislation.
